Professor Nigel Bankes and co-author Barbara Cosens of the University of Idaho presented a paper on “The Future of the Columbia River Treaty” to a meeting of 45 invited experts and stakeholders at the University of British Columbia on June 28. Nigel said that it was “an incredible privilege to have all of these people in the room discussing and commenting on our paper as well as broader issues associated with the future of the treaty.” The bi-national group included experts in US, Canadian and international law as well as engineers and others who have been involved in implementing the treaty over a period of nearly fifty years, as well as Gordon MacNabb, a member of Canada’s delegation that negotiated the Treaty. The meeting was convened by the Program on Water Issues of the Munk School of Global Affairs at the University of Toronto. The final version of the paper, revised in light of the Vancouver workshop, is available here.
